My husband was born and raised in Puerto Rico and can’t get enough of the food at El Coqui. We live about 20 minutes across the bridge from the Portland Mercado where this food truck is located and every moment of driving and traffic is worth it. I even sat for an extra 30 minutes today to wait for Tony to make the bacalaito (“cod fritter”) dough for the day, they are that good. My husband says that some places in PR will serve a “blind” bacalaito, meaning it’s all fritter dough and no fish, but Tony’s are full of flavor and you can see the ingredients he uses. I was picking up food to bring to my husband on base at PDX ANG and Tony knew I was already hungry so he made the empanadillas right away for me to snack on while I waited for everything else. The beef empanadillas are fresh and gorgeous, the pinchos de pollo (chicken, he also has pork or veg) are tangy and tasty, the mofongo is garlicky and filling just as it should be. He has random special dishes or desserts that vary depending on when you come by. We had Arroz con Pollo once and it was delicious. The picture with the cinnamon balls were a soft, doughnut like thing filled with a cinnamon cream. Frikking ridiculous, it’s so good. The only place I know of to get any type of actual Boricua food around Portland/Vancouver. Keep it going, Tony!

UPDATE: He’s closed up shop for good, as did the guy before him. *sigh*

It's was OK considering there is no other Puerto Rican establishment in Portland. I would have rated it higher, but the prices are a bit on the high side also considering what's offered on the menu.

I loved this place! I got the Trifungo e Pollo and it was great. Really strong spice game!
