Basically had to do his job for him while he stood there with the clip board." you are admitting it wasn't ready, not sure you are aware that federal regulations state that the generator (YOU) of the waste is responsible for packing it in an approved container and sealing it for transport. The transporter is NOT responsible for packing the waste. So he did nothing wrong by refusing to pack it for you. And knowing how the business works you either called in a pick up request or are on a schedule, either way you knew it was coming and should've had it prepared.
